Ripple says OCC gives national trust bank final approval
Ripple says the OCC gave its trust bank final approval, adding federal oversight for RLUSD reserves and custody while issuance stays with its New York trust company.

Ripple National Trust Bank had conditional approval from the OCC, granted in December 2025. On Oct. 26, Ripple said the regulator had given the charter final approval, clearing the next step toward a federally supervised trust bank.
In its announcement of the approval, Ripple said the bank is authorized to manage the segregated reserves backing Ripple USD (RLUSD), act as collateral trustee for holders, and provide fiduciary digital asset custody. The company said the approval completes the bank’s organization process; it did not give an opening date.
What changes for RLUSD under the new charter?
RLUSD’s issuer stays the same: Standard Custody & Trust Company, a limited purpose trust company regulated by New York’s Department of Financial Services. Ripple says the new national bank adds OCC supervision to the structure supporting the stablecoin. The roles break down like this:
- Standard Custody & Trust Company continues to issue RLUSD.
- Ripple National Trust Bank manages RLUSD’s segregated reserves and acts as their collateral trustee for holders.
- The national trust bank can also provide fiduciary digital asset custody services.
That split means the final approval does not move RLUSD issuance into the new bank. It places reserve management and custody functions under federal supervision while the New York-regulated company remains the issuer.
Has the OCC published its final decision?
Ripple says the OCC announced the approval, and The Block also reported the final go-ahead. But the OCC’s public decisions index still showed Ripple’s Dec. 12, 2025 preliminary conditional approval when checked; it did not list a final decision. That leaves Ripple’s announcement as the public account of the latest step, while the regulator’s index has yet to reflect it.
The OCC’s conditional approval letter described a proposed trust company focused on fiduciary activities, including reserve management, collateral trustee services and cryptocurrency custody. Ripple says the bank will work with the OCC and New York regulators as it begins operations. For you, the practical change is federal supervision of those bank functions; RLUSD continues to be issued through its New York trust company.
